Short summary
Monitoring greenhouse gas emission reductions requires a combination of models and observations, as well as an initial emission estimate. Each component provides information with a certain level of certainty and is weighted to yield the most reliable estimate of actual emissions. We describe efforts for estimating the uncertainty in the initial emission estimate, which significantly impacts the outcome. Hence, a good uncertainty estimate is key for obtaining reliable information on emissions.
